# EU copyright overhaul could force VPN providers into anti-piracy blocking

The European Commission is considering an EU-wide system of anti-piracy injunctions. Under these plans, providers would have to block access to websites and servers that host infringing content. According to the Disruptive Competition Project (DisCo), a blog run by the tech industry body CCIA, this system could also reach VPN providers.

DisCo argues that this would turn privacy tools into internet watchdogs and could force VPN providers to inspect and filter their users' traffic. The plans are part of the Commission's Copyright Package, which is expected in the second quarter of 2027. The Commission has not yet published a proposal.

France and Spain already require VPNs to block pirate sites. In 2025 a Paris court ordered five major VPNs to block more than 200 illegal sports streaming sites, and Italy is moving to extend its Piracy Shield system to VPN and DNS providers. In July, the EU's top court ruled that VPNs are lawful technical tools and that providers are not liable when users bypass geoblocking. That ruling concerned liability, not blocking orders.

For VPN customers, the open question is whether an EU-wide injunction system would apply to VPN services and what it would mean for traffic handling.
