# Russia considers capping all foreign internet traffic, a measure that would hit VPN users

*Regulation · 1 Nov 2026*

Russia's Digital Development Ministry is considering routing all foreign internet traffic through TSPU filtering equipment, the state's technical system for countering threats. Forbes reported the plan on 27 October 2026, citing several sources. According to the report, the ministry wants to cap the amount of foreign data each user can consume.

The measure would mainly hit people who use VPN services to bypass blocks. Those services are generally based abroad, so once a user connects, all of their traffic counts as foreign, including traffic to Russian websites. The proposed limit is not yet known, and the ministry has not said how it would identify foreign traffic, what counts as a foreign domain, or what happens once the quota runs out.

The ministry said all proposed measures "are being examined, but it is premature to say which will make it into the final amendments or in what form." The proposals would likely be part of a bill overhauling the telecommunications industry.

This goes further than an earlier plan from the spring, when the ministry wanted operators to charge for foreign traffic on mobile networks above 15 GB a month. The new proposal would also cover home internet connections, and the ministry would impose the limits itself through TSPU equipment rather than through operators.
