Apple has removed the Incy VPN client from the Russian section of the App Store. According to the app's developers, who received an official notice from Apple on the night of 27 October 2026, the removal followed a request from Roskomnadzor, Russia's state media and communications regulator.
Apple's notice cites Roskomnadzor's requirements and Article 15.1 of the Russian law "On Information, Information Technologies, and Information Protection", which governs the blocking of resources with prohibited content. Incy served as an alternative to the Happ service, which Russia had already blocked. The app remains available in other regional App Store catalogs, and its developers say they are looking for ways to restore access for users in Russia.
The Electronic Frontier Foundation (EFF) reports that VPN developers are again seeing their apps pulled from Apple's Russian App Store. It also notes that Apple and Microsoft were added to Russia's state surveillance registry on 2 October 2026, which gives the regulator access to local users' correspondence. According to ua.news, 60 VPN apps were removed from the Russian App Store between July and September 2024, bringing the total of unavailable circumvention apps to 98.
